Eligible customers receive:
– Discount on monthly basic telephone service
– Waiver of charges for service connection
– No deposit or up-front charges
– Free toll blocking and 900 or 976 blocking.
Eligibility includes:
Household income at/below 135 or 150 percent of poverty (depending on telephone company), or participation in other state / federal low-income programs (Medicaid, Food Stamps, General Assistance, OWF, SSI, Section 8, HEAP, or National School Free Lunch Program).

VR services
Vocational rehabilitation is the process that OOD helps individuals with disabilities go through in order to gain, maintain, or return to employment.
OOD is proud to have staff who support the Deaf, hard of hearing, DeafBlind, DeafDisabled, and late-deafened communities. If you use sign language or use your voice, we are here to help you prepare for a job, find a job, and keep a job—or get a promotion.
Our Rehabilitation Counselors for the Deaf (RCDs) provide Vocational Rehabilitation (VR) services and partner with other state and local agencies to increase access to programs and services.
If you need help with other things in your life so that you feel independent and empowered, OOD partners with Community Centers for the Deaf (CCDs). Their support staff can provide advocacy, help you become your own advocate, and teach you life skills.
Whether you are looking for assistance with work or life, need help finding resources or programs, or want to learn how to be more inclusive, OOD is excited to meet you.
Pre-Employment Transition Services
These are introductory services and are intended to help students with disabilities get an early start in identifying career interests. Pre-Employment Transition Services are for students with disabilities who need these services and have been determined eligible for Vocational Rehabilitation (VR) services or are potentially eligible but have not applied for VR services. OOD partners with TRIAD Deaf Services to provide services to these students. In order to qualify, you must be 14 – 21 years old and referred through school to Opportunity for Ohioans with Disabilities.
What is Pre-ETS?
A recent law, the Workforce Innovation and Opportunity Act, has made it possible for students with disabilities to receive certain services. VR agencies can provide pre-ETS for youth with disabilities who are still in high school to help them reach their educational and employment goals.
There are five pre-employment transition services:
Job exploration: Find out how your interests, passions, and abilities may be a good match for some jobs.
Work-based learning: Get real-life experience on the job to learn and apply workplace skills, like internships and co-op programs!
Postsecondary counseling: Plan and work toward a career goal through college, vocational training, or other training programs, with support from VR.
Workplace-readiness training: Gain skills in communicating, working with others, problem solving, and practicing professionalism.
Instruction in self-advocacy: Learn how to communicate about your needs and how to ask for accommodations at college, training programs, or work.
Pre-ETS can give you the tools, skills, and knowledge to be ready for training, college, or work after you graduate. Pre-ETS strives to give you the confidence to make important educational and employment decisions. Pre-ETS also helps you identify and work toward goals for independent living, education or training, and employment. The goal of pre-ETS is to help you overcome common challenges, such as communication barriers, lack of effective accommodations, and discrimination.
To make the most of transition planning, ensure that your family, teachers, IEP team, and VR counselor work together. VR counselors can go to IEP meetings so that your school and VR service providers can work together on transition services that support your needs and goals. Your family should also be involved to provide support, encouragement, and information to help you and others know what to expect.
